David Gilford is an urban innovation and policy leader driven by the belief that technology, policy, and entrepreneurship are powerful tools for addressing society’s most pressing challenges. He champions cross-sector collaboration and equitable access to infrastructure as critical components of building more resilient, dynamic, and inclusive cities.
With over 20 years of public and private sector experience, David connects technology, capital, and public policy to create transformative outcomes. In his current role, David leads policy and strategic partnerships for Sidewalk Infrastructure Partners (SIP), a holding company that builds and scales advanced infrastructure for the future of the electrical grid, roads, wireless networks, and data centers.
As a Principal at HR&A Advisors and co-founder of the Broadband Equity Partnership, David developed programs to expand access to digital infrastructure in cities from California to New York. Previously, he co-founded Intersection’s Connected Communities practice, developing technology strategies that shaped over 40 million square feet of real estate, including mixed-use districts, retail environments, and airports.
His public sector leadership includes spearheading the New York City Economic Development Corporation’s urban innovation and sustainability initiatives, launching entrepreneurship programs such as Urbantech NYC and the Urban Future Lab.
David serves on several boards and advisory bodies, including the Governors Island Foundation, Accelerator for America, and the United States Conference of Mayors’ Public-Private Partnerships Task Force.
David holds a BA from Williams College and an MBA from the Yale School of Management.
